Martin O'Malley writes (twitter) that Hogans new intelligence network "isn't new. It's actually the re-establishment of something he disbanded; something that worked to reduce crime to 35 year lows." And Hogan's plan does not include the community investments that O'Malley championed as mayor and current mayor Catherine Pugh champions today.
