Savannah mayor says Georgia Gov. Brian Kemp has 'overstepped' in mask order battle

He has overstepped.
Johnson said the governors action, which reiterated that local mask mandates are legally unenforceable, changes nothing.
Nothing has changed from yesterday to today, Johnson said.
