"By entering the contest, you grant to the Missouri Department of Conservation a royalty-free, worldwide, perpetual and non-exclusive license to reproduce, display, distribute and publish your photo in any MDC media, including magazines, websites, books, exhibits or other publications managed by MDC."

and there certainly isn't much in the way of prizes beyond bragging rights, but might be a nice contest for someone with which to begin.
