Dolly's song makes more sense because she realizes that it's a hail-Mary pass at winning a lost cause. There's only one reason why Beyonce's Jolene would believe she has a "chance" to "pull on" her man despite their twenty years together: he's been pulling back.

If Beyonce's man was truly as unhappy about having a Jolene in his life as Beyonce, they would teamed up to sing this song to Jolene in a united front as a "duet."
