Is this a critique on the fact that President Obama hasn't toughen gun control policies or is the image trying to portray Obama as having a tough defense policy?

I find the absence of the olive branches as a symbol of peace to be the most disturbing element though in the mock seal. President Obama won the Nobel Peace Prize and for someone to make an assertion that our government policies are predicated on violence/war is troubling.
