A guy is down and by all appearances unconscious. He seemed more annoyed than concerned. Like, shit, I'm not going to be able to finish my game now.

A normal reaction would have been to hop over the fence, see if he is breathing or alive, and to call 911.

He is standing there trying to decide if he can just walk away.
