25. I Googled it, and didn't really find it to be a MAGA thing.

Actually, I found it to be more of a neutral symbol, I even found a couple of the images of it on the LGBTQ flag.
Someone in the comments below, suggested perhaps it's street art? Also they thought the sign may say, Great Wall around the USA?
