I wont have health insurance until January of next year and today the pharmacy I always patronize told me that without insurance, a flu shot will cost me $55.
Is there such a thing or place that offers low cost flu shots?

No to Kroger. The store I am talking about is Giant Eagle.

Most municipal organizations that offer free vaccinations do so because they know the cost of immunizing is much, much lower than containing an influenza epidemic would be.
