especially with the wreath. He's looking down as he sways forward. IMO that's this monster's faux response to caring about the dead. He's leaning over as if to read what's on the ribbons. I hate to use averaged things. But it's like a young child unable to stand still doing something he clearly doesn't care about.

Hey, but yeah it could also be a medical issue.

It happens with aging and it affects most people in time. In asshat's case, I think he is actually showing symptoms of fronto-temporal dementia. He talks like the obvious asshole that he is, but his entire vocabulary has shrunk to the size of a pea within the last ten years or so. It's only become obvious now since he became *president*. He's on daily public display and the stress of the job is worsening his already fraught (multiple) conditions. Just today (or maybe it was yesterday) Nicholl Wallace said he looked as if he was trying to walk around in a pair of stilettos, so I don't think it's wrong to point to videos of him where he looks unsteady on his feet. He actually looks terrified at the top of Air Force One when he's about to descend the stairs and it seems he needs to steady himself on Melania (if she's around).

The 2 biggest things to note are Forward Head Posture and Anterior Pelvic Tilt. Those are definite.
The good news is that I can tell you that the man is in constant pain.
So first anterior pelvic tilt: he probably has very flat feet. That rotates the legs inward, and the pelvis tilts forward to compensate. Also, most people in this country don't walk correctly. They use the hamstrings rather than the glutes, so there are compensations that go with this, one is the piriformis kicks in to counter the internal rotation due to flat feet and action of the hamstrings. Good news here is that the sciatic nerve runs under this muscle, so he probably has sciatica. Also the glute med/min don't activate if glute max isn't used so the quadratus lumborum lifts the pelvis to hold the lifted leg in gait. So his low back hurts. Other good news about APT is that it closes the openings for the nerves, so he probably has nerve pain. It also changes the angle between L5 and S1 so he probably has instability in this joint and with severe disk issues.
Forward head posture: His is horrible (great news), so levator scapulae and upper trapezius are always tight and sore as well as the pectorals. So he probably has nerve pain in his arms.
With FHP and tight Quadratus lumborum, his thoracic spine is stiff. This makes it harder to breath, and turn the head. It also forces more motion through the thoracolumbar junction, so this joint wears faster.
Other medical: with his diet, he is probably diabetic and he may have neuropathy which would also cause the swaying.
Overall, he's a mess and it is well deserved.

I have it and I am not steady on my feet for sure. There is nothing that can be done really. You can do some PT to regain or reteach muscles how to balance but that doesn't really do a whole lot at all. It is like being drunk all the time. It sucks.

No nieces or nephews? - He did something similar at the Ford plant this week. It's precisely the sort of concentrated look and movements you see when a child is filling its diaper.
