She made the horrible mistake of taking impeachment "off the table" in 2004. That Bush Jr should have been impeached is an objective fact, but she all but made it impossible, even if Democrats had control of Congress.
This time around, she hasn't taken anything off the table. She's simply de-emphasizing impeachment. The emphasis right now is on the investigation. I think Trump needs to be impeached even more than Bush Jr did, but let's worry about Congressional control first. The problem goes way beyond mere impeachment - it's about bringing the rule of law and basic human decency back to Washington. It's about putting adults in charge again.
