There's a reason why Dr. Jackson was such a popular White House physician. Basically, It's alright to pass out drunk, as long as you leave the meds bag unlocked, and in plain sight.
That may make you popular with your patients, but it doesn't necessarily qualify you to run a $150 billion agency with 350,000 employees.
But in the Trump Administration, the only qualification that's required is that Trump 'LIKES' you. (ie-if you can find some way to flatter him while your finger is up his butt. "That's THE BEST prostrate I've ever felt! And I've been feeling prostates for a very long period of time, believe me..." )
