Corbett to sign bill banning abortion coverage in Obamacare exchanges

HARRISBURG Women in Pennsylvania will have the right to choose insurance through the state health exchange, but it wont extend to abortion. NO CHOICE: Under HB818, private insurers cannot offer plans that include abortion coverage on the state health exchange.
The state Senate on Wednesday voted 31-19 to approve House Bill 818, which prohibits insurance policies offered through Pennsylvanias upcoming health-care insurance exchanges from offering abortion coverage. The bill, which already passed in the House, goes to Gov.Corbett.
Christine Cronkright, a spokeswoman for Corbett, said the governor will sign the bill. In an email, Cronkright said the bill would not place any greater restrictions on access-to-care for abortion. Abortions will still be allowed in cases of rape, incest or if the life of the mother is at risk.
However, the ban also extends to plans sold by private insurers issued without federal subsidy. The bill was written in response to the emergence of state health exchanges created by the Affordable Care Act. Under Obamacare, states may create their own exchanges or opt for a federal government-run exchange.

(7,413 posts)States can prohibit policies on their state exchange from providing abortion coverage if they pass a law at the state level, this scenario is specifically allowed under the ACA.

There is a marked difference between Democrats in the Eastern part of Pennsylvania and the Western part of the State. As to economics, not much difference, through Western Pennsylvania Democrats tend to be more pro-union then Democrats in the East (and that the MAIN reason Western Democrats are Democrats are Economics not social).
On the other hand Eastern Pa Democrats tend to be much more liberal on social issues, including Abortion. Thus Western PA Democrats tend to be Anti-Abortion, especially when compared to Democrats in the Eastern Part of the State.

I'm kinda wondering if the main goal isn't to undermine the success of the exchanges themselves. A lot of women may well choose to buy plan for coverage that are 'outside' of the exchange, with it's draconian 'no-choice' regulations in place.

(7,413 posts)If they hadn't passed a bill they would be required to include that coverage in the plans offered by the state exchange. The ACA was written to allow this very thing.

I thought the GOP was all about allowing the free market to be, well, free. No onerous (or any) regulations. Except where it is in complete and utter control of the regulations, I suppose.
