Atlanta mayor makes changes in use of force after Brooks killing

Mayor Keisha Lance Bottoms of Atlanta announced on Monday that she was overhauling the Atlanta Police Department’s use of force policies with a series of executive orders, just days after the latest police killing led to the resignation of the city’s police chief and a fresh round of angry demonstrations in Atlanta and nationwide.
“It is clear we do not have another day, another minute, another hour,” Ms. Bottoms said in a televised speech, addressing a city and a nation reeling from the shooting on Friday night of an African-American man, Rayshard Brooks, by a white police officer.
The death of Mr. Brooks, 27, came at a time when protesters have taken to the streets in cities around the country to demand changes in police practices, the downsizing of police departments, and a reckoning with racism in many sectors of society.
Ms. Bottoms said the Atlanta police will now “use only the amount of objectively reasonable force necessary to successfully protect themselves and others, to effect an arrest, or to bring an incident under control.” Officers will have to use de-escalation techniques before resorting to deadly force, she said, and will be “duty bound to intercede” when they see colleagues go too far.
