Tom Coburn, unyielding 'Dr. No' of the House and Senate, dies at 72

Source: Washington Post

Tom Coburn, an Oklahoma obstetrician who served in the U.S. House of Representatives and Senate, where he became known as “Dr. No” for his unyielding opposition to federal spending and pork-barrel largesse, died March 28 at his home in Tulsa. He was 72.

The cause was complications from prostate cancer, said a former aide, Roland Foster. Dr. Coburn had survived decades of health problems, including melanoma in his late 20s and a later bout of colon cancer. Recurrent prostate cancer hastened his retirement from the Senate in 2015, two years before his second term — the last he pledged to serve — had expired. He had previously fulfilled a campaign promise to serve no more than three terms in the House, arguing that “our founders saw public service and politics as a calling rather than a career.”

Norman J. Ornstein, an American Enterprise Institute congressional scholar, said Dr. Coburn was known primarily for his unwavering commitment tosocial and fiscal conservatism, particularly his opposition to abortion rights, same-sex marriage, global-warming science and the expansion of federal government.

In some ways, Dr. Coburn presaged elements of the tea party movement, with its contempt for the Washington establishment. After the tea party roared to life in 2009, he expressed admiration but kept his distance, preferring the part of dissident to faction leader. “He didn’t care if he enraged or alienated his fellow Republicans, including the leaders,” Ornstein said. “He held pretty stubbornly to principles.”

Co-sponsored a transparency bill, which became a “see, I can work with Republicans” campaign line for Obama when he ran for President. It was a political “friendship” but it was not without genuine respect. Coburn was never one of the haters:

Pigford II which were payments to AA farmers who had been left out of Pigford I - where the issue was to address the rampant discrimination by the USDA against black farmers and after various court cases were finally resolved, USDA agreed to pay, the SCOTUS upheld it, and Congress had passed legislation to approve the settlement in the budget. But when it came time to actually appropriate the funds, Coburn blocked the appropriations bill until bogus changes were made (in one case, insisting on including money owned one of the Native American tribes). I actually watched the session when the attempt was made to approve the appropriation by unanimous consent and up he pops.

This did finally get resolved and the funding was approved... But it delayed it by months.

was Jeff Flake (who is now gone from Congress). I used to watch Flake in the House during every budget and appropriations debate, stand up waving around a piece of paper where he read off (usually 10 examples of) all the "pork" that various Congress members were to receive.

He said Coburn was the most humorless guy he ever met. When he was just starting out as a Senator, Al thought he might try to reach out to a few Republicans. One of them was Coburn. He invited Coburn to breakfast one day, and, seeing Coburn was a drearily serious guy, Al said, "let's have some fun." Coburn's expression didn't change as he said, "OK."
