In a new letter, House Speaker Nancy Pelosi (D-CA) on Wednesday told President Donald Trump that she will not authorize him to deliver the State of the Union, despite his insistence, until the government reopens.


"When I extended an invitation on January 3rd for you to deliver the State of the Union address, it was on the mutually agreed upon date, January 29th," she wrote. "At that time, there was no thought that the government would still be shut down."

"I am writing to inform you that the House of Representatives will not consider a concurrent resolution authorizing the President's State of the Union address in the House Chamber until government has reopened," she added.

"I'm not surprised," he said after smirking and shaking his head. "It's really a shame what's happening with the Democrats, they've become radicalized, they don't want to see crimes stop which we can very easily do on the southern border."

63. In my lifetime (i'm 67) it's been a Joint Session, Representatives and Senators, and sometimes, if

not always, there are SCOTUS justices there, military bigshots, etc.
It's not just for the House of Representatives, and the Constitution definitely says it's for ALL of the Congress...Delivery of the State of the Union address fulfills Article II, Sec. 3, of the U.S. Constitution requiring that “The President shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient.”

Not sure if delivering the speech in the House chambers is just customary now or a law, it may be that there is just a lot more room in the House chambers.

Anybody know if there's a legal requirement for it to be delivered as a speech ONLY in the House?

I meant to say in front of congress. However it is delivered in the House chambers.
I believe that that a copy of the speech may be delivered to Congress in place of a speech.
However, that would take away dump’s speaking to the people - delivering another rally speech.

and there's no law that requires that the speech must be delivered on the House floor, at a certain date, or even that it must be a speech. Certainly there's no constitutional requirement. Giving information can be in writing (or even by tweeting?).

He could address the Senate live on tv and the next morning put a bad photocopy of the speech in the mail, addressed to "House of Representatives, Washington, DC".
