DETROIT (AP) A former Michigan State Police trooper was charged Wednesday with second-degree murder in the death of a Detroit teenager who crashed an all-terrain vehicle after being shot with a stun gun.
Mark Bessner had no "legal justification" to fire his Taser from a moving patrol car while trying to stop Damon Grimes from driving an ATV on a city street, said Wayne County prosecutor Kym Worthy.
"He created a very high risk of death," Worthy said, explaining the second-degree murder charge. "He may not have meant to kill him."
Damon, 15, was driving an ATV at 35 to 40 mph when he crashed on Aug. 26. An autopsy revealed remnants of a stun gun were in the boy's hair. He died from multiples injuries.

Former Michigan State Police Trooper Mark Bessner was charged with one count of second-degree murder and two counts of involuntary manslaughter for the death of a 15-year-old, the Detroit Free Press reports.
Wayne County Prosecutor Kym Worthy said Trooper Bessner and his partner were in pursuit of teenager Damon Grimes for an alleged traffic citation. Trooper Bessner fired his Taser out the window of their moving vehicle, striking Grimes and causing a fatal crash into a parked truck.
Trooper Bessner unnecessarily deployed his Taser at Mr. Grimes without legal justification or excuse as Mr. Grimes was traveling at least 35 to 40 miles per hour, Worthy explained.
It is against Michigan State Police policy to fire a Taser from a moving vehicle.

(18,124 posts)are just being kids. They are, in the spring, summer and fall up and down my street, with all the racket inherent in them having fun. Could this young man have been afraid of the police officer? Could the police officer have been the typical white man under cover of badge and gun not liking the AA kid not immediately stopping at his barked orders? Something like the slave who wouldn't speed up his cotton picking to suit the field white in charge, so either, if there were hundreds of slaves to pick from, he/she was either summarily executed as an example of not listening to the little white god or if the slave was owned by someone not having many slaves, he/she would be beaten to an inch of their lives. Typical from my studies of the Slave Era in AmeriKKKa.. Typical and gonna get worse, guaranteed. Except many won't take, aren't taking this bullshit from racist pigshit eaters. Merry Xmas.........
