Man arrested in Moscow for ‘wearing a kilt’
Source: Scotsman
A MAN has been detained in Moscow by police for wearing a kilt, according to reports from the Russian capital.
Eyewitnesses said that police in central Moscow arrested the man on Saturday March 14, near the Tsoi Wall at the junction of Arbat Street and Krivoarbatsky Lane.
A group of young people had gathered to celebrate St Patricks Day weekend, with a bystander telling tvrain.ru that police arrested the man for wearing a skirt in public.
The man was taken to the Arbat district Department of Internal Affairs.

At any rate, kilts are a symbol of the long and deep history of Scots/Irish European hegemony and imperialism

I know - Scotland can be rather cold this time of year - And it is maybe a nice think to have on that kilt when it is cold outside - I do not know - have never been wearing it.... And to be honest - it dosen't look to comfortable going "commando" even with a kilt on you... Or maybe it IS comfortable...

(53,661 posts)Although the picts had quite a reputation, too.
Celtic Empire:
Celts had a large reputation as head hunters, and were famous for putting victims heads on their chariots, and in front of their homes. Many Celts fought completely naked (much to the surprise of their enemies) and are famous for their iron long sword: They cut off the heads of enemies slain in battle and attach them to the necks of their horses. The blood-stained spoils they hand over to their attendants and striking up a paean and singing a song of victory; and they nail up these first fruits upon their houses, just as do those who lay low wild animals in certain kinds of hunting. They embalm in cedar oil the heads of the most distinguished enemies, and preserve them carefully in a chest, and display them with pride to strangers, saying that for this head one of their ancestors, or his father, or the man himself, refused the offer of a large sum of money. They say that some of them boast that they refused the weight of the head in gold[.]

Sorry, couldn't find a better source but I've read about this several times in the past.
Other reports claimed Romans were in terror of them for showing up to fight naked and thought they were crazed and were dangerous foes.
The Russians have seen bloodshed, but this is micromanaging people. Of course, we can't say Police State when we are discussing Russia.
