It's a good strategy because it forces Senators to go on record in support or opposition to the FCC's decision.

But to the extent the tweet suggests all it takes is a simple majority in the Senate to overturn the FCC's decision, it is misleading. It would take at very least a majority vote of both the Senate and the House. And while a vote must take place in the Senate, it is much easier for the House leadership to bottle up the resolution and keep it from coming to a vote. And if it does come to a vote and garners a majority, the president can still veto it and that would require a 2/3 majority override vote in both the House and Senate.

So, I wouldn't get too excited about the prospects of Congress undoing what the FCC did.

But, as noted, forcing Senators to go on the record as for or against net neutrality rules is a good move politically.
