How long does it take their staffs to read and finalize a report on a bill this big and far reaching?

I don't think there will be a delay, though. As far as I know, there's still a majority of Republicans in both houses. Such motions are voted on, so there's not a chance.

4. Can't they ask that it be read into the congressional record?

5. They can ask, but the Republicans will vote down the motion.

They vote on everything in Congress. The Republicans have a majority in both houses.

Democrats can ask. Democrats can enter motions. Democrats are in the minority, though, so they lose. We failed to elect a majority in either house in 2016. Our mistake.

In any case, they've probably already voted on a motion to waive the reading. That's standard practice.

9. Just like with the debt

That only applies to a Democratic president or congress. Of course they also somehow accidentally missed that Obama cut the deficit and that debt was rising due to Bush policies blowing up the budget.

I didn't think the number of votes changes with the number of Senators who vote on it
