All Constitutional amendments (save 2) address/preserve/protect fundamental human rights and/or how the federal government is structured or functions.
I find it a real stretch to say that net neutrality is a fundamental human right.

It is technology related and could be written as a law into the CFR. A constitutional amendment should be able to hold for 100+ years. Technology is constantly changing and it is much easier to update the CFR than the constitution.
Net neutrality could fall under the 1st Amend.
