The line of President succession is VP then Speaker of the House.
Let's say both Pence and Trump are removed from office prior to the 2018 election. Paul Ryan takes over as President, but the Democrats regain the House in 2018.

Ryan is not in the clear either given those phone recordings about Russia
If Trump and Pence resign before the midterms, Ryan is president.
Trump will never be impeached and convicted/removed. That requires 67 senators to vote for conviction. Republicans have shown that there is quite literally nothing Trump can do that will make them do that.
