Both the House and the Senate must pass the same exact bill or it doesn't go to the President for signing. We can hope the conference changes the Senate bill because that means both the House and Senate would need to take another vote. IMHO, the more exposure this thing gets the better.

Of course if the House and Senate just can't agree at all then it would die right there, but I don't expect that.

There are plenty of bat-shit crazy Republicans in the House who will consider the Senate bill not mean enough.

Any change and it goes to conference and both the Senate and House will have to pass the new bill again.

I personally don't believe that they will try in the Senate again, especially if they lose the seat in Alabama.
