Suicide Prevention Smocks similar to those Manning wears:

We want your title to be "Officer" not "Defendant"

Safety. Security. Savings.  These have been the focus of Ferguson Safety Products since its founding in 1989.

Safety: All of the products from Ferguson Safety are specifically designed to keep problem inmates from hurting themselves and creating more headaches for you and your colleagues.
Security: Ferguson’s Original Safety Smock is designed to allow placement and removal of restraints, handcuffs and shackles.
Savings: Ferguson products last years longer and are considerably more tear resistant than cheap knock-offs -- saving you replacement costs, staff time, and lowering your liability by preventing wrongful death lawsuits.

The black stuff looks like velcro to keep the item on securely. They're not cheap--two hundred fifty bucks a pop!!

They are effective in preserving modesty but they'd be difficult to tear apart and use to hang oneself (they're wraps--apparently, no actual armholes that could be used as a noose). They also function as a blanket though these guys sell bulky blankets made of the same stuff, too.

I was not in USA at the time, but I had family who would faithfully tape the television they watched and send it to me, commercials and all.

Video players weren't all that cheap back then, but everyone had one, nonetheless, and people would trade tapes like crazy. I was very popular as I had the best stuff, thanks to a bunch of TV addict relatives back in America.
