He looks like a baby trying to force out a poop. The only one that beats it for stupidity is his wife's portrait. Same attempt at a reality TV faux "I'm trying to look serious" scowl, only with folded arms. But, at least she didn't wear a sleeveless dress, so I guess that's something. (Yes. That last sentence was sarcasm.)
