I think it goes like this:
1. They are arrested and charged with crimes as specified in indictments.
2. They are allowed to post bail as specified by judge.
3. One condition of bail is they not leave the country.
In severe cases they may be asked to surrender their passports.
We'll have to wait and see what happens.
