I work as a sub and when I go into classrooms now I worry that the children I encounter are going to live in a harsh environment in the future.

I had a student who was narcoleptic. He needed another student to take notes on a carbon copy pad.
Last semester, one of my best students had an insulin pump. He was in the hospital a few days because of an infection. He came to class one day and told me he had checked himself out of the hospital. They told him he had to return if his fever reached 103. I asked him what his temperature was, and he told me "102.5". He WANTED to be there.
I've taught a few students who were on the autism spectrum.
I had a student who was in her early 20s and had gone through total hip replacement because she had hip dysplasia. I felt sorry for her because she was horse girl. She'd been raised riding horses, and that was all she wanted to do. I can't imagine what that did to her hips.
I have no idea how many of my students were ADHD.
There have been plenty of students from whom I received accommodations letters for various learning disabilities (slow learner, slow reader, etc). One of them had severe brain damage from an accident, and the doctors told him he would die if he ever hit his head again (he liked downhill mountain biking).
As I make mental note of all these students, I think about how I always took for granted that the college would provide for any extra needs. I never had to worry that they were not being taken care of. Thing is, I want to believe that schools will continue to provide regardless of what Bitchy DeVos says.

Most people assume that "guidance" = "law." It's basically "instructions" telling courts and others how, exactly, the administration interprets the law. The laws are still on the books; DeVos can rescind no law.
