I know the deadline for him to act was yesterday, and I understand that these past 24 hours have been terribly tragic, but I haven't seen anything anywhere on the matter since Rachael mentioned it on her show last week.

I fixed my post. Trump did sign the bill in August. The deadline was for implementation.

Businessweek mentioned yesterday that it was the deadline and Trump hadnt signed off on them. Probably hoping it would go unnoticed. He could have signed off on them the minute they hit his desk. He waited for a reason. eEdit to add: My mistake. He signed the bill but he hasn't implemented it.
The Trump administration is facing a key deadline on implementing sanctions against Russia for its election interference and other activities.
By the start of October, the administration is required to issue guidance on who is part of Russia's defense and intelligence sectors. The individuals named will be targeted under a new sanctions law; the guidance will also determine what entities will be off-limits to U.S. and other businesses.
The guidance will provide more clarity to lawmakers, businesses, and others on how Trump plans to apply the sanctions power.
