If people wanted sane weapon laws, why do they keep electing representatives who push for open carry

allow weapons in public places, bars, parks, but of course not Congress?

Until people demonstrate that they actually care at the ballot box, nothing is going to change

meaning the large population states and the majority of the US population aren't really represented by voice. The NRA pours money into low population states as does other conservative groups.

Senate elections

That is what the Constitution provides, and that you don't care for it is besides the issue, which is if states, large or small, wanted to do something about it, it would be reflected in the Senate.

Every Democrat running for Senate in those critical swing states lost to the establishment, republican, incumbent

47% didn't even bother to vote in 2016, and until folks get off their ass and realize that elections have consequences, we are going to continue to see this
