"Democrats failed to muster the 60 votes needed to move the bill forward"

I didn't hear this on Faux Noose, its the exact quote I just heard on NPR's Morning Edition.

What did I miss? I thought the Democrats only needed 51 votes to pass a bill in the senate. I guess it's all on them for their failure.

No mention of a republicon filibuster.
