But bodies generally do, if they manage to float out of their sunken automobiles, that is.
Shelter in place? Or evacuate?
Anyway that one looks at it, it's going to be a clusterfuck.

been trapped on the roads.
And then there are the people without transportation.
Where does everyone stay? Church recreation centers can't handle them all. Military bases would be needed to house people.
It's always easy for some armchair quarterback to second guess everyone'decisions.
BTW, a lot of people won't evacuate because of horrible previous experiences.
