Pardons are in Article 2, and they are not limited by the Constitution.

4. You'd have to amend Article II of the Constitution

You could, say, qualify it to pardons only for crimes of which someone has been convicted and require some sort of Congressional confirmation otherwise; and, make it explicit that the executive branch can't pardon itself or its agents, or alternatively that the president cannot issue pardons for charges resulting from a pardon (think "obstruction of justice" )

But as it stands, you'd have to show criminal intent in a pardon, or have Congress so angry that they could unite in a strictly political impeachment. Though this President is so arrogant that he might do the former thinking he could get away with it
