It's very simple:
Mueller can prosecute people who refuse to testify for contempt. He can prosecute people who tell lies under oath for perjury. He can bring criminal charges related to their collusion or their status as an accessory, he can use those charges as leverage to negotiate testimony.
}Redacted{ just told everyone who might be pulled in to testify or give evidence, every accessory and co-conspirator, "Keep stumm. I'll pardon you."
Will he get away with it?
If the GOP has anything to say about it, he will.

(51,582 posts)since yesterday. They all pretty much agree that this was a message to those being investigated that they shouldn't worry because he has their back. Congress will allow it to happen, why would they start denying him anything he want to now? Except for Russian sanctions the GOP has given him what he wants. They probably will give him his wall too. Nothing surprises me anymore. David Corn (Mother Jones) is saying the same on MSNBC right now.

(62,401 posts)plus I would think the first signs of any pardon for contempt for any of these folks would be such an obvious obstruction of justice that I think there would be enough effing repugs that couldn't handle that.
