He was hoping they wouldn't need FEMA at all but they might after this one

6. There were three systems in the SE Atlantic last week

One came up and became a TS near Barbados and the Windwards - that's Harvey. It weakened, went across Honduras and Belize into the Bay then gained strength in the GOM and the other 92L took a tortuous trip to Florida. Folks thought it had died several times. The third system never got going.

Though the storm is expected to be strong when it makes landfall, I think the main problem is with forecasts predicting it to move north inland, then double back to the coast again, bringing up to 25"-30" of rain in localized areas this weekend.

It's just going to be an extended scenario. The big "blockbuster" moments will draw attention but it'll fade from national view as the rain just keeps pouring and making it worse.
