Russia is facing a showdown with European leaders over claims it is "abusing" the international "red notice" system for arresting criminals, in an attempt to silence critics of Vladimir Putin.
Documents seen by the Telegraph show that Moscow has issued a fresh request to Interpol for the "arrest and extradition" of Bill Browder, a prominent campaigner for sanctions against Russian officials involved in human rights abuses.
The disclosure comes amid growing concern in Europe about the use of red notices by authoritarian leaders cracking down on their critics.
This week Angela Merkel warned President Erdogan of Turkey not to "misuse" Interpol after the system was used by Ankara to arrest a Turkish journalist in Spain.

ICYMI - some background
From interview with Mr. Browder:
Did you foresee anything like the Russia scandal while writing "Red Notice"?
The big insight that I have, not so much from writing Red Notice but from living as the main character of Red Notice, is that Russia was and is a criminal state unlike any other sovereign country. The things theyre willing to do to further their crimes are so far outside the box of what we consider acceptable behavior that almost everything they do doesnt surprise me. It doesnt surprise me that they cheated entirely in the Sochi Olympics with performance enhancement drugs, or that they manipulated the U.S. elections and other elections around the world. And most worryingly, it wouldnt surprise me if Putin ends up starting a major military conflict with the West at some point in the future to save his own skin as head of state in Russia.

The main thing that Ive learned since writing Red Notice is not so much about Russia but about how many very legitimate people in the West have sold their souls to the Russians to help them in their terrible goals outside of the country. Ive discovered the crimes of the Western enablers. Theres many different types of people in the West that are helping Putin and Russia achieve their critical aims. Theres whole teams of lawyers and PR executives and investigators on the Russian payroll, unashamedly working for the Russians, who are often people who come from the highest reaches of society in the U.S. and Britain and Europe. And in some ways, these people are even more contemptuous than Putin and his regime because they should know better. Putin is a cold-blooded killer who doesnt deserve any sympathy whatsoever, but if youre brought up in a completely amoral criminal country where every incentive is against you, you need to be caged as a wild animal. But people who were brought up in civilized countries, who were brought up with the same values that we are, who are supporting criminals in Russia and knowingly are jettisoning those values for money in order to further the crimes of the Putin regimethose people deserve even more contempt.

(6,139 posts)Putin has been trying to discredit him so that the global Magnitsky act would no longer be enforced and he and his thugs get their $200B+ worldwide unfrozen.

(10,849 posts)Is an important, urgent voice. We should listen carefully because Putin is wrangling the worst aspects of capitalism, rancid greed, to turn our own people to do his bidding. Garry Kasparov can certainly confirm Browder's perspective. Putin has had dozens of critics, activists and journalists murdered. He will do anything and everything to stay in power and increase his own influence and wealth by dividing democratic institutions/governments, sowing conflict and chaos. He's doing it right now. Rather successfully, I might add.
And this is the very man Trump so admires and respects, won't say a bad word against. That should set off clear and jarring alarms. For everyone.
