There is only 1 way drugs can get into prisons.

Here's what he said in the Boston Globe:
"During the close of the campaign, Trump said he was unsure why people in a state so naturally beautiful would have a drug crisis.
I said, How does heroin work with these beautiful lakes and trees?? Trump said during a September rally in Bedford. More than any place, this state, Ive never seen anything like it with whats happening with the drugs, more so than in other places and other places are a disaster. But were going to turn it around for New Hampshire.

It would be natural for that win to be the first thing he thinks of in connection with New Hampshire.
Obviously, he could have been more precise in his statement. This wasn't a writing, though; it was a transcript of a phone call. Politicians far more careful about the truth than Donald Trump will sometimes, in speaking impromptu, omit useful qualifiers like "in the primary".
