You are not "at legal risk" if you happen to be standing around when someone does something illegal.
You are at legal risk if you make false or misleading statements to someone investigating what that other person was doing while you were standing around.

But people who had access to Trump on the flight might at least be interviewed to find out whether they were involved at all in drafting the statement, or what they knew about it.
They will be forced to testify and will need to hire counsel
