Hypo, what if Comey declares Trump innocent of all Russia charges 11 days before the 2018 election?

And does this intentionally to kill any momentum the Dems had in 2018 in order to boost the Republican downballot (again).

That would allow Comey to help out the GOP in not just one, but two elections.

The FBI does not declare someone innocent - they are not a court. Odds are more likely one or more of Trump's associates will get documented being caught up in contact with Russian operatives. Trump is never gonna be close to any charges and the question will be if his associates can create enough stink around him to effect the public.

He could just say that he couldn't find any evidence that would result in a conviction by a prosecutor, and instead of subtly slamming Clinton like he did with calling her 'careless', he could clear Trump by calling him 'innocent'. That would be Comey's intention, to help out his party.

There's more than one venue available to bring forth a RICO case...

State is great...
especially if a Federal case won't fly!
