Turnout is key to a victory, but I don't know how high is best for Dems in that district. You want high turnout for Dems, but not for Repubs. 43% is already pretty high for a special election; I doubt the runoff will be that high. Our best hope might be for some Repub voters to be discouraged.

And suppress Republican turnout we'd win for sure but that might be very difficult
