They look like extras from a low budget movie set, or Cosplay contestants, or weak men with low self esteem due to ED problems, or people who fear being identified for egregious acts of bad behavior and fear getting caught on camera doing illegal stuff.

Although, they are probably very effective in talking to little school kids about stranger danger.

It also looks like it has a bit of a population control theme... like the Georgia Guide Stones.

They've sparked conspiracies and contraversy. Truly odd murals for an airport. Very unsettling.

It makes it easier for the bad guys to depersonalize them. Some fool with a gun might think that he wouldn't be shooting a real person who had a face, they would be shooting some faceless Borg that was no longer a real person. Besides, everyone knows, instinctively, that someone deliberately hiding behind a mask is up to no good.

Until it left the realm of fantasy and our police started looking like faceless storm troopers. Why are men who are supposedly on the 'right side of the law' covering their faces and dressed up like military commandos?
