The reality is that far too often the police DO decide to shoot in a 'split second' without bothering to actually take the time to judge whether or not they should wait a few more seconds, and then a few more minutes, and then realize there's no need to shoot at all.
The vast majority of the time, they SHOULD NOT be deciding in a 'split second' whether to shoot or not. Even SEEING a gun should not mean they should shoot. Shots being fired? Ok, decide in a split second. No one else shooting at you or anyone else? Take a few moments, dammit, don't just mow someone down because you 'thought' they had a real gun, or you 'thought' they were about to do something. Don't kill out of fear, don't allow fear to be a legitimate defense of killing someone. Get rid of 'I thought' as any sort of defense for the 'legal' murder of people by police.
