REAGAN JOBS BILL GAINS MOMENTUM WITH DEMOCRATS

WASHINGTON, Feb. 14 Congressional Democrats said today that they would accept a $4.3 billion emergency jobs bill proposed by the White House as a starting point in dealing with unemployment. But they said they would try to add about $1 billion to the measure.
The Democrats said that the emergency package was only ''phase one'' of their efforts to deal with high unemployment and that they would propose other initiatives in future months.
The bulk of the Republican proposal would provide $4.07 billion for ''jobs stimulus'' efforts. The main element, about $2.8 billion, would provide Federal money for projects varying from mass transit and flood control to the repair of veterans hospitals and prisons. The total also includes $1.25 billion in extra funds for communities to plan and stimulate redevelopment, and $50 million for day care services.
The White House portrays this effort as simply an acceleration of projects that were planned for future years. Democratic leaders insist that financing for the effort will be virtually all ''new money'' that will not be deducted from future accounts.
