SECTION 1.

The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude.

SECTION 2.

The Congress shall have power to enforce this article by appropriate legislation.

15th Amendment or any part of the Constitution says and that four to five includes Justice Thomas imo: their effin' minds are seemingly already made up about everything and if that assessment has validity, they disgrace their offices and are a blight and scourge on our constitutional form of government and all of its people.

2. i think it clearly says the right of states to discriminate shall not be infringed.

and the 14th amendment says that the right of equal treatment under the law belongs to the states, not the people.
