New legislation prohibits sale, consumption of smoking pipes

Floridian youth has been railing against the newly signed House Bill 49, the Bong Ban bill, which at first glance would seem to ensure the ruin of Florida tobacco shops and hookah bars.

Approved by Gov. Rick Scott on June 5, the new piece of legislation bans the sale of water pipes, chamber pipes, electric pipes, ice pipes and air-driven pipes.

Essentially, if an item can be used specifically for smoking, it can no longer be sold, owned, used, manufactured, delivered, advertised or transported in the state of Florida.

An anonymous FSU student said they think the pipe ban bill is ridiculous because so many items can be converted to smoking devices. This student was much less phased by the bill, and wasn’t exactly taking it seriously.

“Are they going to ban apples and Pepsi cans now? I can make bongs out of anything,” the student said.

It's like prohibiting lighters in order to prevent people from smoking. Not a very well thought-out scheme.

I like the message though.. "Kids, if you want to get high would you please stick to the socially accepted drugs? Get a fake ID and buy booze or go to your doctor so you can get high like all upstanding citizen do".

I had a friend who used to walk around campus smoking his briar pipe openly in front of campus security and occasionally the police. He was spiking his pipe-tobacco with pot so he could get high anywhere he wanted and the scent/flavoring added to cheap pipe tobaccos* masked the smell. The only way he'd have ever been caught if is they had stopped him and tested the residue in the pipe.


*i.e.: vanilla, green apple, cinnamon, toasted nut, grape...the same flavors that convenience-store blunts and cigarillos come in.

you roll the cigarette gently between thumb and finger until the desired amount of tobacco falls out, ( about 3/4 of cig) then fill cig back up with pot or tobacco and pot mix, depending on your desired level.
Since I used filter cigs, it was a smooth smoke, and I could keep 2-3 'special " cigs in the pack.

Those were the days................

Cigarello, plugging with weed, and re-installing a smidgen of tobacco. Light up, smells like tobacco, then inhale the gunja smoke -- a couple of hits -- then by the time someone may notice, you're back to tobacco (don't inhale that stuff).

Of course the U. of F. had a 60+ brand beer hall by 1969; augment as necessary.

Sorry to be the thread's grammar cop, but this just smacked me right in the face: "This student was much less phased by the bill..."

But yeah stupid legislation that focuses completely on intent. No problem selling the pipe if you don't sell it specifically for drug use. Yeah, everyone knows you don't go into the smoke shop and ask for a "bong."

But here's where it get's sticky: "The wording loophole will leave product vendors relatively safe, but pipe owners will have greater restrictions to contend with. Disclaimers, store sales policies and strict purchasing etiquette make it easy to work within the confines of the law, but proving intent of ownership is more difficult.

According to the law, it doesn’t matter whether a pipe is filled with marijuana resin, or it hasn’t even been taken it out of the bag yet, all that matters is possession. If you own it, you may be in trouble. But then again, it was a bit difficult before to prove intent either." (I don't really understand that last sentence)

Who besides me thinks there may be an awful lot of possession of a pipe while black arrests?

I've never been in a head shop yet that didn't openly advertise loudly that even asking about "bongs" would get you tossed out - and I haven't been in a head shop in 20 years.


but yeah, a 2 liter bottle and a knife is mostly all I would need. When I was really lazy back in the day I'd just get an empty toilet paper roll and some tin foil or the screen out of the bathroom sink faucet.

I walked into an upscale tobacco shop and was looking at a bong when a worker said minors couldn't buy that. I smiled and said "I want that meerschaum and the Calibre lighter." Total cost a little over four hundred. They sold me that. And screens for the pipe. And you don't need screens for pipe tobacco.

Oh, and I just had to ETA: Did you know that, in a pinch (no pun intended), a crawdad works great as a roach clip? Just thought I'd add that.

Gov Rick Scott is a moron. Dope smokers will find a way. Believe me I know. I have smoked out of an apple, a tin can, a bong made from a gatorade bottle, a one hitter made from a pen, and when I was really hard up I emptied a cigarette and rolled a joint in the empty paper.

Give a pot smoker some weed and nothing to smoke it out of. They turn into McGuyver.
