Even far into the future, will the world see another Despot?

Let us say within the next 100 or 200 years, will the world see another despot the likes of Stalin, or Hitler? Not mere national despots like Idi Amin or Kim Jong-Il but someone with ambitions of empire building by foreign conquest?

googling his history on wikipedia. He wasn't such a bad guy as they made him out to be, in the Kirk era episodes. Later on in the Next Generation and Deep Space Nine, we seem him more as a father figure, one that even Worf speaks fondly of.
