She had prematurity and possible issues with low fetal oxygenation.

I'm asking if civilian casualties are "collective punishment."
You don't seem to want to answer that question.
I can understand why. It's difficult to separate genuine collateral damage from deliberate or callous infliction of pain on the civilian population, especially when someone like Nutandyahoo is involved.
But I also think it's important to acknowledge that not every civilian casualty constitutes a war crime. And from the constant drumbeat of such stories on this forum, I think a lot of folks gloss over that part. Wars are ugly. Always have been.
