The only person responsible is Republican Mike Johnson, and the only reason why he finally brought it to a vote was probably due to pressure from the outside in conjunction with negotiations with Democrats.

As of even a few weeks ago, Johnson vowed not to bring this legislation to a vote -- and yet he still had Republicans (namely Taylor Greene) coming for his head. Maybe he learned the lesson that all the other ousted Republican Speakers did not, but I'm not going to be putting my faith into any Republican anytime soon. We'll see what comes next...
