2. The two aren't connected.

Federal budget deficits and Social Security. Social Security has its own funding mechanism separate from federal budgets. The only connection is excess SS funds by law must be invested in interest bearing, US government securities. Cutting SS wouldn't directly offset the Trump deficit at all.
