The GOP; was wearing sweet looking *emperor's clothes, with the primary difference being they knew they were naked, but the fantasy was still there, *rump just strode across the scene naked as a jaybird without even pretending to put invisible clothes on.
*Ie: "Compassionate conservatives" that torture, and wage wars based on lies, that kind of stuff.

--Better rehabilitative opportunities, such as more investment in academic and vocational education for prisoners.
--More effort to place prisoners in facilities close to their primary residence or to their main family support, no more than 500 miles away.
--More privileges to things like increased phone calls, to encourage family support, one of the top indicators of successful rehabilitation
--More flexibility to sentence low-risk prisoners to house arrest rather than prison
--Lowering the age and time-served eligibility for early release
--An increase in credits for 'good time' served for eligible convicts
--An expansion of compassionate release for terminally ill prisoners
--Expanded how prisons reported on drug addiction treatment for inmates
--A mandate to provide paroled prisoners with identification cards to begin their transition to normal life.
--Reduced mandatory minimum sentences for some drug-related crimes, but increased mandatory sentences if a crime involved using a gun.
--Eliminated the difference in sentencing for crack cocaine crimes versus regular cocaine crimes.
--Prohibited solitary confinement for juveniles
--Banned several LEO and prison practices, like the shackling of women who are pregnant or recovering from childbirth unless the prisoner presented a grave risk of unreasonable flight or causing physical harm
--More funding to insure access to feminine hygiene products in prison
All of these were needed and welcome reforms, and the bill enjoyed bipartisan support.
