that any Congressperson can make a motion to vacate the Speaker's chair. I don't think that's right as I was under the impression that only Congresspersons in the ruling majority party can do that.

Is anyone sure which is it?

2. They do have to be in the majority but they changed the rules

so 1 Rep in the majority can start the process.
