He doesn't get the full effect because trump does it when he is sitting forward and it's a pointer to his crotch, almost always when cameras and heads of state sitting with him can notice the effect.

Donald Trump neither understands the Constitution nor does he care about legality. He thinks our purpose is to serve him. Jared is the true son of the Dark Lord and the Trumps have been given the power they have so they can make way for Jared's reign of evil, just as the Thorn's were Damian's caretakers until he was ready to assume control.
